Development of security zone projects using BIM (Building Information Modeling) in accordance with GOST R 59124-2020 is the process of creating digital models containing information about the security of the object and its environment using the standards and recommendations established in this state standard.

GOST R 59124-2020 establishes requirements for the content and structure of the design documentation of the protection zone of industrial safety facilities, including enterprises, construction sites and other social infrastructure facilities.

"Protection zones" of cultural heritage

Cultural heritage protection zones are carefully designated areas where special rules are established to protect historical sites and their surroundings. These zones are created to preserve the unique atmosphere of the past in harmony with the modern world. They are divided into three types:

Protection zone

This area serves as a kind of "shield" protecting the monuments from any changes. Construction is prohibited here and economic activities are significantly restricted in order to preserve the historical environment in its authentic form.

Zone of regulation of development and activities

Everything in this zone is subject to strict rules: the reconstruction of buildings and the construction of new objects must comply with cultural and historical requirements. The goal is not only to preserve the spirit of the past, but also to ensure its natural neighborhood with modernity.

Natural landscape zone

These areas protect natural spaces that are closely related to historical sites. Any actions that may disturb the landscape harmony or damage the natural surroundings are excluded here.

For each cultural heritage site an individual project of protection zones is developed, which describes the boundaries of the zones, rules of their use and restrictions. These documents are accompanied by schemes and maps showing not only the territory of the monuments themselves, but also the entire adjacent zone of influence.

The boundaries of protection zones do not always coincide with the lines of land plots. They are defined in such a way as to exclude any impact - direct or indirect - on the site and its historic environment.

Thus, protection zones are not just regulatory mechanisms. It is a kind of bridge between the past and the future, which helps to preserve unique heritage without compromising its integrity and significance.

Stages of development:

Defining the scanning objectives and the area of the site to be surveyed for the design of the protection zone. This includes identifying the scanning equipment and planning the workflow.

Setting up the laser scanner and scanning the selected area according to the established requirements of GOST R 59124-2020. During scanning, data points are registered, which are then used to create a digital model of the object.

The obtained scanning data are processed using specialized software to create a three-dimensional model of the territory. This includes point cloud processing, selection of objects of interest and creation of a digital model in accordance with the requirements of GOST R 59124-2020.

Based on the resulting three-dimensional model, the territory is analyzed to identify potential safety threats and vulnerabilities. This may include assessment of the degree of subsidence of various structures, identification of deformation sites, analysis of the volume of rock debris and other aspects in accordance with the requirements of GOST R 59124-2020.

Based on the results of the data analysis, a protection zone design is developed that includes recommendations for ensuring the safety of the construction site. This may include recommendations for installing video surveillance systems, defining evacuation routes, installing fencing, etc.

The developed security zone design is submitted to the customer in the form of a report or presentation including a three-dimensional model of the facility and security recommendations.

Composition of the design of protection zones

The project of protection zones of cultural heritage objects consists of text files, photo materials, drawings, tables, maps or schemes and has two main parts: the approving part and justifying materials.

Project materials
  • Boundaries of the protection zones of the cultural heritage object;
  • Land use regimes and requirements to town-planning regulations;
  • Text and coordinate description of the boundaries of the protection zones.
Justification materials
  • Historical and cultural studies;
  • In-situ research;
  • Visual Landscape Analysis;
  • Analysis of the urban planning situation of the territory.

The project is accompanied by an act of state historical and cultural expertise in electronic form.

Types of protection zone projects:

  • Development of the draft protection zone of the cultural heritage object;
  • Development of a draft adjustment to the protection zone or protection zone;
  • Development of the project of the united zone of protection of cultural heritage objects;
  • Passing the historical and cultural expertise of the project of protection zones of the cultural heritage object;
  • Approval of the protection zone project by the cultural heritage protection authorities and the Ministry of Culture of the Russian Federation;
  • Supporting the approval of the "Zone of Protection" with all relevant authorities.
